[NCSG-PC] Joint WSIS+20 Civil Society Alliance on human rights

This is the clean version of the proposed joint statement:

They are currently gathering final red line edits or omissions from the
representatives of the different coalitions contributing to the statement,
ideally by noon (UTC) tomorrow. After this point, they are aiming to have a
final (locked) copy of the statement to share within the
different coalitions for endorsement according to our own procedures.
