[NCSG-PC] NCSG policy fellowship

Hi all,

As we shared in the Prague meeting, we have been working for a while on a
NCSG fellowship program and got a small grant from PIR to fund it. The
effort started last year, led by Pedro before my term, initially as NCUC
but moved to be for NCSG and the constituencies, and we could finalize it
in the last months. The success of this project is important to ensure the
continuity of PIR support in future with focus on supporting our NCSG
policy work.

To implement this, we need to start with the first step and select a fellow
after issuing a call for candidates. I am  sharing the the selection
process for your review as PC will be responsible for the selection
