Dear Planning Team,

I am proposing a plenary session
<https://docs.google.com/document/d/16DEqMVbyp8th726l0LG4_sU6yNNBpfbFicZD5PGQ1Xc/edit?usp=sharing>
for the upcoming ICANN 85 Meeting in Mumbai:

*Title: From Stability to Survivability: ICANN’s Role In The Future of
Internet Resilience.*

The goal is simple: shift the community’s mindset from “keeping the lights
on” to actively preparing for the next inevitable disruption. Building on
insights from SAC132 and the Marconi Society’s Internet Resilience
Institute, the session highlights four rising systemic risks—growing
complexity, underfunded prevention, regulatory pressures, and software
supply-chain fragility—and asks what role ICANN and its stakeholders must
play as the Internet becomes tightly coupled to critical infrastructure.

*Justification:*
ICANN’s work increasingly intersects with risks that originate *outside*
the DNS, yet have direct impact on DNS availability, user trust, and global
Internet resilience.

By assembling TLD operators, root operators, hyperscalers, civil society,
and critical infrastructure experts, this session gives the community
actionable insight into hidden dependencies and outlines the role ICANN
must play—strategic, multistakeholder, and forward-looking—in strengthening
resilience across the ecosystem. Optimistically, we will identify practical
steps the community can take *before*—not after—the next major outage.

Happy to share more detail or adjust as needed.

Regards,

Ram
