[NCSG-PC] Day 0 in Oman proposal

Please find attached the draft proposal for day 0 to submit to ICANN to get
the funding. Let me know if you have any questions or concerns. It is built
on the previous proposal and we might tweak it more .
We have deadline for submission to be on time for Oman.
