[NCSG-PC] Fwd: NomCom changes

I see the issue is very lively in the EC list but unfortunately not helping
with the immediate question at hand which is:

To prevent all delegates term ending at the same time with the new term
limits, what does NCSG think about using a random selection process to
select three out of seven GNSO delegates to serve one-year terms?
