[NCSG-PC] NCSG seat for ICANN Leadership Program (LP) 2024

I was assuming that it is a PC call, as the PC does decide on
appointments. If the chair or EC has made the decision in the past,
I don't see any reason to change the procedure.
Unfortunately we are in the middle of the process of electing/
reappointing EC members.
