I would like to add something on this review. I believe that in the same comment, we should also address the situation of NPOC, as this comment is regarding NomCom rebalance.

Here is the draft comment that I propose to send out for to the various Policy teams within the NCSG for comment.  I do not know who is on the PC FO to send it to so please can you send this to them for me. Also not sure of your particular style or not.

Peter and I have editing writes, but everyone has commenting rights.  What we might want to do if we run out of time before the deadline is to post a draft first and then replace it with the approved and ratified one later

Good talk on today's NCSG Call. Caleb, thanks for clarifying that Stephanie and you are only collaborating on the NomCom Rebalancing letter that Interim CEO Sally Costerton sent to all constituencies.  I suggested that we draft a statement in response to the public comment on the NomCom Review, and will be happy to be the Pen Holder. Basically, there are 4 questions they are asking us to comment upon.  Public Comments are due May 29, 2023. I have also cc'd my fellow NomCom rep, Peter Taiwo as he also suggested he was interested in helping draft. 
 
 
1) Our Input on the Fundamental Bylaws amendment proposed for Article 7 of the ICANN Bylaws and the related proposed statement defining “Unaffiliated” Directors?
 
2) Our Input on the proposed Standard Bylaws amendments proposed to Article 8 of the ICANN Bylaws as well as the Transition Clause
 
 
    Change NomCom delegates’ terms to serve two-year terms, instead of one year.
     Transform all NomCom delegates into voting delegates to be able to vote, except for leadership.
     Create a NomCom Standing Committee to provide continuity across annual NomCom cycles and to build the institutional memory of the NomCom.
 
 
 3) Our Input on the NomCom Standing Committee Charter?  
 
 
4) Our input on the required changes to their RSSAC bylaws to allow them to accept a voting slot instead of the current non-voting slot
 
Here is a PowerPoint slide describing these changes.  Only contentious issue is the definition of unaffiliated Directors

 Apparently it is too late for this, which is really sad. I was told the time to have done this negotiation was several months ago before the GNSO rejected these ideas.  Sorry but I had not been focusing on these issues 6 months ago.  The suggestion that was in the original public comment was what the review committee had suggested so that the GNSO could decide for itself but apparently according to CLO, groups within the GNSO heavily resisted this change and that was why the board/ review committee took back part of the review. .  ALAC was for it and wanted to see this rebalancing but the review committee and Board got too much flack from people within the GNSO so they had to pull even this simple adjustment. 
 
 Our best shot is the letter to sally however, even with the letter it is unlikely to happen again until 5 years. Maybe the NCSG can take back the slot from the NCUC as the only reason it was not given to the NCSG was because NPOC and the NCSG had not existed when these slots were first created. 
 
 I have not heard from Stephanie about the comments on the NomCom Review.   Has one been created.  If not, I can pass you forward the one myself and Yrjo are writing for ALAC. The only contested issue not decided is the definition of unaffiliated and what that means and entail. Otherwise, What I have written have been accepted by the ALAC.
