[NCSG-PC] NCSG Draft DNS Abuse Position

comments and possible adoption.

DNS abuse will take centre stage at ICANN75 once the GNSO council small
team on DNS abuse shares its report to the broader council prior to the
meeting. GAC and ALAC have already flagged that they would like to discuss
this topic during their respective bilaterals with the GNSO council . So,
it is important that we have a common NCSG position before the ICANN75
meeting.
