[NCSG-PC] Policy Committee Proceedures and improvements

I agree with you Farell.

The document is beautiful and clearly put forward what and gives process
understanding. However, we need to look for ways in which the document can
be easily implemented without it becoming  a burden.

Whatever we might agreed to do must center on building commitment and trust.
