[NCSG-PC] Proposed Plan for Election of PC vice-chairs

 Dear all,

As discussed on the PC list, it'll be good to have 2 PC vice-chairs. Below
is the election plan for the vice-chairs.

1- Nomination period: from 18th to 24th January

Nominations and self-nomination are both permitted from and within PC
members (NCSG councillors, NCSG Chair, representatives from NCUC and NPOC
to PC), for a one year term for PC vice-chair position.
The nominees should accept the nomination and send a short SOI by the 24th
January.

2- Election : from 27th April to 1st February

All PC members should vote.
The GNSO support staff will act as the election officer.
The options in the ballot should be the candidates who confirmed by the
deadline and NOTA

3- Result: should be available by 2nd February

The top 2 candidates with the highest votes of the NCSG‑PC membership will
be declared winners.

If this is okay with all, then Maryam or Brenda can set up the voting
platform like they did for the chair election.
