[NCSG-PC] transfer policy amendments

Hi Stephanie,

Thanks for bringing this to the list. We can include it for discussion in
our meeting next week. I also noticed the google doc requires authenticated
access. Any chance you could forward a copy to the list so that more
members can have access to it?
