[NCSG-PC] [NCSG-EC] Fwd: Fwd: ICANN Excellence award - IPC will nominate Jeff Neuman

I'd prefer nominating a living candidate. It seems more useful. I think
posthumous awards should be in their own category or made
exceptional/additional.
