[NCSG-PC] GNSO Council Chair and Vicechair election 2020

tl;dr - I think supporting Phillippe is probably the right choice in absence of a Chair candidate from within, but it is premature to make a formal commitment while our election is ongoing - and with the number of candidates, somewhat uncertain. 

I’m just an observer here right now - but until the NCSG elections are over, we do not know who will be voting in that election, and IIRC it is possible for councillors elect to be nominated? And as we don’t bind councillors normally even if we all agreed in the current NCSG PC, it is always possible a newly elected councillor could go ‘off script’ and want to be nominated, or just simply object to Phillipe for some reasons. 

To clarify I certainly don’t think this is likely nor am I aware of anyone even speculating about it  - but experience has taught me to be cautious about making agreements with CSG that not all are Councillors are explicitly committed to making. And if we make this a habit, then it is less likely to come back to bite us when it is an issue. 

 Once we know who are councillors are, as we do not appear to have a nomination for Chair from our own SG, we should tell CSG (and the house NCA) that we will support his nomination as candidate from the House, and make it *very* clear that that does not mean we support him over the CPH candidate, and we cannot determine that until we know who the CPH candidate is. Though we may know who the CPH candidate is by then anyway. 

But we need an NCSG process to ensure that we are ok with that, just in case some of us have significant doubts, and I’m not sure what that process could be that takes into account it will be a substantially different group of councillors. 

And after that, if Phillipe is even likely to be Chair ( and my impression he will be if the whole NCPH back him), then of course we need to have a Vice-Chair candidate, ideally to make agreement to an NCSG vice-chair candidate part of our negotiation with CPH, and we can’t realistically do that until we know who our councillors will be.
