[NCSG-PC] Policy Committee Proceedures and improvements

Tomslin,

That is a brilliant idea. I think that if there are substantial inputs in the current document (where inputs for improvements are requested) we could add them directly to the the procedures documents where it would be useful, so that it becomes de facto part of it; and vice versa. I have provided some inputs into the document some years ago, and I think we are still stuck at the same place. The procedures are quite simple and should remain so, however, how we effectively and efficiently implement should be our most important concern. Let’s first adopt and publish it, then hen discuss implementation steps.
