[NCSG-PC] Policy Committee Proceedures and improvements

Hi PC,

I don't want to derail the work and intention of the paper Farell is
working on but wanted to ask  what you (former PC members) think and bring
to the attention (of new PC members) this procedures proposal that was
worked on by the previous PC but not yet adopted. The document can be found

I think the procedures proposed in the document will contribute to
improving the PC,  efficiency and also formalize how the PC works. It has
procedures and work processes of the PC, public comments, issuing of group
statements and PC leadership.

While the proposal focuses on the PC itself rather than general membership
engagement, I believe we need to strengthen the PC just as much as we need
to find ways to encourage more NCSG members to participate in policy
development activities.

It would be great if we could continue working on this proposal and
formally adopt some or all of it. Let me know your thoughts please.
