[NCSG-PC] NCSG representatives on the GNSO Council Standing Committee on ICANN Budget & Operations

Thanks Rafik, I do appreciate that usually we change our appointments around the AGM, however as the budget process will kick off before then, I thought it might be valuable to have some more continuity in place and the one Councilor to remain active today and through the AGM when the budget development process continues. I think this is particularly important if the new representative does not already have an understanding of how ICANN's budgetary process works, as it could be a bit more difficult coming in later.
