[NCSG-PC] Fwd: [NCSG-Discuss] NCSG Comment on Streamlining ICANN Reviews

Unfortunately, I think this comment is not yet ready for submission. I say this because the structure of this comment does not closely follow the process that ICANN org has proposed and the comments/recommendations proposed are not consistent with our previous NCSG positions on ICANN Reviews (i.e. around timing).
