[NCSG-PC] Proposed Letter to ICANN on PIR sale

Hi all,

I see we have support from Carlos, Martin, Tatiana, Elsa and no strong
objections heard from others. Moreover, the letter received support in NCSG
list and get edits resolved.
The letter is finalized and we have a real time constraint to send letter
in timely manner.
I interpret that we have consensus and the letter can be endorsed as NCSG
letter. I would like to ask Stephanie as NCSG chair to send the letter to
ICANN board and CEO.
