[NCSG-PC] Proposed Letter to ICANN on PIR sale

I consider it disrespectful to re-write a letter entirely from scratch, and to pretend that the concerns expressed in the original letter did not exist, particularly when the original letter had received support from some other NCSG members. But that is just my view. This is something I am leaving in the hands of the Policy Committee to resolve.
