[NCSG-PC] welcome to new representatives to PC

Hi all,

with some delay, I would like to welcome the new representatives to NCSG PC
from NPOC: David and Dina. For some reasons, I didn't get the notification
but I understood they were appointed lately. I think they are already
subscribed to the PC list
I want to thank Poncelet and Juan for their service in PC and their active
participation.
