[NCSG-PC] RDS review

The deadline really is upon us for this one; comments on the RDS II RT Report are due in 24 hours time, and an extension seems unlikely to be granted. I am wondering if we should delete the section on line-by-line edits which says, "The detailed line by line corrections and suggestions will follow in a subsequent comment." Will they? Do we have the capacity at the moment to write a second, subsequent comment with line-by-line edits? I think the rest of the comment that Stephanie has drafted is strong enough as it is.
