[NCSG-PC] [new draft] NCSG Budget Comment

I no longer know what the status of this comment is, but I'm crossing it off my to-do list and will no longer track whether it is submitted or not (nor do I care anymore). It's been on our mailing list for some seven weeks and I need to focus on prep for the IFF and ICANN61 now.
