[NCSG-PC] Updated Public Comments Draft to be reviewed

Hi Ayden,

yes, I proposed to delete that one.
I don't see why it is important or relevant for us to know about staff
travel with regard to open data. I think we made the same point regard
staff travel several times in different public comments. to be honest, I am
personally not interested in such information, other PC members can chime
in and support or not.
