[NCSG-PC] IoT public Comment

I support this comment.  This comment period is for the first stage of 
upcoming changes to the Independent Review Process (the appeal of ICANN 
decisions) and it's about timing (many more changes to come in future 
proposed revisions).  Tx Farzi and important comments!
