[NCSG-PC] Appointment of NCSG representative to PIR Advisory Council

Hi,

I stand to be corrected on the matter. we will need to consult with members
and get EC approval too. I understand we have some time to get the
appointment but at least get the review and approval in a few weeks.
we need to finalize at least at the NCSG PC asap.
