[NCSG-PC] Reminder review of NCSG comment on new gTLD supplemental report

Thanks Rafik, I have made a number of stylistic edits to the document now. There is an unresolved comment from Robin in paragraph 13 that needs to be resolved prior to the submission of the document -- like Robin, I'm not clear on what this paragraph is saying. Milton has also flagged some logical fallacies in the document (see paragraphs 5, 6, and 8) that we may want to see to changing, though I think it might be okay to submit this comment even with them in there. But paragraph 13 is confusing and needs to be edited prior to submission.
