[NCSG-PC] Public comments review - Urgent - decision to be made by Friday

thanks all, it seems we have consensus around version 1 for uniform
screening and for short version of the NCAP comment. for those who didn't
chime in yet, please do so in next hours.
if there is no strong objection by 23:59UTC, I will submit the comments.
