[NCSG-PC] SADAC comment new draft version

Hi all,

We need to act quickly for this comment. staff already started working on
the report. if we want to get our comments included we should submit by end
of day (UTC) this Wednesday.

Ayden edits were accepted, and we still need your review and comments on
the draft.
