[NCSG-PC] Draft Framework of Interpretation for Human Rights / NCSG comment

Hi,

I guess it is better to not accept this late addition since nobody had
chance to review it appropriately and the deadline is just less than 3
hours away. I will submit the latest version I sent previously.
