Hi,

The bylaws define the scope for an ATRT.  It is not for the GNSO Council
or any of the other SOAC or the Board to limit that work.  What is
appropriate is exactly what the letter says.  It is up to ATRT3 to
decide what it needs to do.

I cannot imagine them not taking the advice seriously.
