I doubt many would support the duplication of work, and the sentiment of the majority would probably err towards a Review team having a limited scope provided everything that should be in scope was in scope… BUT it’s really hard to make this determination when staff prepare such short documents. It would be helpful if there was a simple table with two columns: in scope, out of scope…
