[NCSG-PC] Update on GDPR

Observer here: why is there no action from PC members? Please pay attention
to this some of you are avid privacy advocates outside of ICANN. We need to
action on this! It's just a matter of reading endorsing or not endorsing
what Ayden has, you don't have to do much.
