[NCSG-PC] Endorsement of NCSG Comment on GNSO operating procedures change

thanks all,
seeing the support for the comment and no objection made, I submitted the
draft. we are already 3 days passed the deadline. I included Farzaneh edits
since it was proposed a few days ago to the list.
