Dear PC,

Unfortunately CSG is apparently unable to agree on this in time. I
have no reason to assume they actually object but they need to get
their ExComs to agree and it takes time. And if we want to have a vote
with email ballots it should've been started today to have acceptably
long voting period and get results by Wednesday.

I can think of three options now:

(1) Make do with less time for voting. We could try to get ICANN staff
(meaning Maryam) to start it during the weekend. Everything else aside,
that still requires CSG to agree quickly so I don't think this'll fly.

(2) Have an NCPH councillor call on Tuesday (or maybe Wednesday
morning would work) and vote there (open vote). If we can find a
timeslot that's good for enough councillors this could work.

(3) Miss the deadline. I'm not sure anything really bad would happen,
although it would be embarrassing.
