[NCSG-PC] WS2 Transparency - comments from NCSG

Hi all,

since the deadline passed with no objection and several PC members
supporting it, we can declare the statement endorsed by NCSG PC and to be
submitted.
I will send the document (attached) to ICANN staff, CCWG co-chairs and
Michael as rapporteur.
