[PC-NCSG] Policy call time

Hello Amr and David,
It was also my first reaction that we could choose among those that
expressed interest in an individual capacity. However, on second though,
these people signed up to follow the discussions, they did not sign up for
the additional burden to represent NCSG there, which may entail additional
work, such as reporting, seeking input from the group, facilitating NCSG's
input into the process if needed, etc. Therefore, I tend to think (although
open to be convinced otherwise) that we should issue a call.
