at this poiint we are working on an ongoing process that will start with
rounds (RySG is predicting 10-15 K new applications) and evolve into
FCFS process.  But early in the discussions.

Also the 'prohibition' on calling them rounds is local to the WG. 
Council members can call it anything they want.

Does anyone know when the board made the decision this letter was based
on?
