[PC-NCSG] [Urgent] Appointement to working group to develop recommendations on new gTLD auction proceeds

Hi,

updates of the votes (including mine : Klaus and James)
James got 4 votes,  Klaus 6 votes and Olivie 4 vote.

it sounds we need tie-break here, the missing votes are from David and
Marilia.
we have to finish this process. I guess we should discuss later on how to
make appointment process more fast in the case of multiple candidates,
