[PC-NCSG] [urgent] NCSG comment on ICANN accountability

Thanks Matt for the edits in the document. I do think we can tidy-up it
today, we still have few hours to do so.
for the diversity of the view, I guess a safe option is to ask for more
work on membership/designator model for example while we work on building
consensus and also understanding better those options?
