[PC-NCSG] [urgent] NCSG comment on ICANN accountability

Thanks Rafik for the important reminder.

I have added some comments to the doc.  I encourage others to do so.

I have also tried to account for what I understand to be some of the 
differences between membership and designator concerns BUT it is 
important that those who have such concerns add/edit to the doc. If the 
text does not accurately reflect our views please adjust accordingly.  
The diversity of views should be appropriately reflected (I believe).
