[PC-NCSG] .CAT, .PRO, public comment endorsement request

Hi Ed,

thanks for the work. I think there was already an agreement in BA meeting
to submit the adapted comments for .cat and .pro , which are  similar to
.travel comment. if there is no objections by Monday, I would assume that
the comments are endorsed by NCSG PC and I will submit them by the deadline.
