[PC-NCSG] ICANN Board Election and NCSG participation in the election

Dear Friends
This is serious not just about the election outcome but because I am
loosing trust in the people I should trust the most. I respect the
freedom for every councilor to vote as his opinion and conscience tells
him, but in this case we had a clear agreement and everybody explicitly
and verbally agreed with the block vote.
