[PC-NCSG] Privacy and proxy accreditation working group

Hi,
In my opinion, we'd get more from the agenda-setting of chairing than
we'd lose in advocacy -- so I'd love to see one of us do it if willing.
I'm unlikely to be able to join a call this Tuesday, due to a prior
engagement all day, but I do plan to participate in the group.
