[PC-NCSG] let's proceed with challenging Board's dismissal of NCSG request for reconsideration of half-baked ™+50

I've got very serious reservations about whether it would be worth our while to engage in the part of the process where we need to lawyer up and it is likely to get expensive (for someone at least). 

But I understand there is still one more attempt to mediate phase. I think that would be valuable.
