Extract from the Charter below:

2.6.6. NCSG-­‐FC Observers
• Any observer to the NCSG-­‐FC will have *full participation rights*
except will not be counted in any consensus process or vote.

Let me know if I am misinterpreting this clause because according to this
clause nothing prevents FC observer members from fully engaging, thanks.
