[NCSG-FC] Draft PTI/IANA FY20 Operating Plans and budgets

Hi all,

Draft has been updated with results from the call on Tuesday as well as
formatted according to previous comment submissions.

I think we have certain policy committee members on this thread (Rafik?
Ayden? sorry I don't remember!), would you kindly circulate it with the
other PC members? After your greenlight I'll share it with the NCSG list.
