[NCSG-FC] Draft FC Action plan and ABR analysis 2018 & 2019

Hi all,

Please find the attached document analysing 2018 and 2019 ABR's with
proposed activities of the FC. Please kindly make input that will
strengthen the document so that in ICANN 63, we can have a solid
presentation on planned activities of the NCSG FC.

Please kindly also provide direction or link on how Special Budget Requests
work. Other aspects of the action plan will be included after the comment
process of the OP by the community, especially relating to accounting,
oversight and auditing related processes and mandates.

It would also be helpful to know which requests have been obtained so that
we can follow up on outstanding ABR's, thanks.
