[NCSG-FC] [DRAFT-2] NCSG-FC Operating Procedures v2 first clean copy

Sorry if you felt otherwise.
I only resolve the issues I was clear have been discussed and an
understanding established.

I am precisely interested in ensuring fair engagement, so do a pointer to
the ones you and Thato had an agreement on and it will be taken as resolve.

I also reworked some as he proposed with hope that will make same better
sense.

Why do you intend inviting supposed drafters of NCSG charter? As far as
this charter is concerned they do not have any privilege of decision so why
that route. If there are issues we can resolve with voting as contained in
charter.
