[NCSG-FC] DRAFT NCSG-FC Operating Procedures

Hope we all are good.

members relevant to ongoing discussions will be forwarded to the NCSG-­‐FC
list by the list moderator.*"

>From the above, its intents and purposes, it showed that while opening up
the discussions, some measures must be put in place to enable moderating,
and that has not been done or agreed to open-up even though we have an open
archive, therefore the intent to share the discussions or procedure under
discussion rests with the list moderator, which in this case is the NCSG-FC
chair and not any other way. So, a member cannot chime in for now, until
the clean up is done. I personally will not like us to be seen as a divided
house despite our differences.

I also think the chair has explained this enough for us to make progress.
That we decide on resolving comments for now does not anyway mean final
voting, its just to enable us progress to the next level. As far as I am
concerned, a house divided within itself is not likely to make progress.
Yes, we may not agree on all points until certain clarifications are made.
So having a meeting to resolve any unclear session before sending it to
general house mailing list, not EC now, is the best route. I think
forwarding it to EC after dealing with public comments will be appropriate.

Can anyone remember the duration stipulated for this or is it at the
discretion of chair? I think 7 days to 14 days is enough, definitely not 4
weeks.

Please lets us avoid comments that will divide us further. And it may be
good if observations on the operating procedures are made with suggestions,
rather than declaration for "delete" especially for a whole session, until
resolution time, or at best seek clarification, to help us all understand
the rationale, then if its not justifying enough, it could be deleted.
