[NCSG-FC] DRAFT NCSG-FC Operating Procedures

 Hi Farzaneh,

Can you please place your comments on the Google doc so that it becomes
easier to follow on and resolve. Eventually the FC needs to comment on the
draft operational procedures before sharing with membership for comment,
hopefully by next Friday we can have a consolidated and clean doc to share
with members.
